Google converts PDFs to HTML before ranking them

Google's Mueller and Splitt: PDFs are converted to HTML and indexed, links work, and PDFs can appear in AI Mode. What to do with menus and forms.

Short answer

Google converts PDF files to HTML with a converter before indexing them and ranks them through that HTML. That is why links inside PDFs work and why PDFs can appear in AI answers. Google's representatives still say that, where possible, the same content is better published as a normal web page.

Highlights

  • PDFs are indexed through their HTML version; ranking follows the same logic as other documents.
  • Links inside PDFs can be followed like normal links; PDFs can also appear in AI Mode and AI Overviews.
  • Image-like PDFs whose text cannot be selected and copied may not be ranked as text.

Google's John Mueller and Martin Splitt explained on the Search Off The Record podcast how PDFs get indexed. According to Search Engine Journal Google has no PDF viewer: during indexing a converter component turns the PDF into HTML, and the rest of the pipeline works with that HTML.

Can PDFs really rank?

Yes. According to Splitt, indexing and ranking work for PDFs much as for any other document. Mueller said PDFs can also appear in surfaces such as AI Overviews and AI Mode. Links inside PDFs work for the same reason: they are kept in the HTML conversion.

There is one important exception: some PDFs are really images. Splitt's suggested test is simple: if you can select the text in the PDF and paste it into a text editor, Google can probably extract it too. On images inside PDFs, Splitt said he was unsure whether they are processed, and leaned towards them not being handled as normal images.

PDF or web page?

Splitt said a PDF makes sense when content needs specific formatting, print output or forms, giving a holiday lodge's registration form and restaurant menus as examples. Mueller said that if the choice is a PDF menu or no menu, he would prefer the PDF, but between a PDF and a normal web page he likes the web page, because it is easier to interact with. If content can go into HTML, it makes things a little easier.

What should businesses do?

The source gives no Turkey-specific data, but for businesses that use PDFs for catalogues, price lists, clinic forms and menus the takeaway is clear. In SEO work PDFs belong in the inventory too:

  • List the PDFs on your site and decide which could also be published as web pages with the same content.
  • Test each PDF by selecting and copying its text; replace scanned files with versions that contain real text.
  • In catalogues and price lists, add links to the relevant pages inside the PDF; Mueller confirmed that links work.
  • Do not make the PDF the only route: offer key product, service and menu information as page text too.

Frequently asked

Do links inside PDFs work in Google?
Yes. Google indexes the HTML conversion of the PDF, so links inside it can be followed like normal links.
